Speaker Bio

C'sar Echevarr'a Graduated on 1996 from the Colegio de Mayag'ez with a degree in Mechanical Engineering. He then became a Systems Consultant working for a number of companies where he had various roles ranging from Network and Business Computerized System design and implementation to MES implementation and Validation. During his career, he has held positions as consultant working in the pharmaceutical industry for projects and in the production/manufacturing environment. His career also included work as a Q.A. Systems Engineer, Maintenance Supervisor, Calibrations Supervisor and Senior Projects Engineer, supporting Capital Projects, Remediation Projects, Product Transfers and Day to Day Operations for Solid, Semi-Solids, Liquids and Transdermal Patches manufacturing.

C'sar is currently the Director of Operations for Commissioning Agents Puerto Rico. As an ISPE member he has been a speaker on Interphex PR 2008, ISPE Technology showcase 2008 and 2009, Interphex NY 2009, Dominican Republic 2007, 2008 and 2009, Student Chapter Orientations at the Colegio de Mayag'ez and the Interamerican University Bayam'n and the USGBC Caribbean Chapter Commissioning Course . He is also the Chair of the ISPE Puerto Rico Critical Utilities Community of Practice.

Losses associated with poor operation and maintenance cost industry every year. However, the decision to make needed improvements is sometimes based not only on the ability to quantify the value of savings but on the potential impact on the "Validated State" of a system.

Improved Operations and Maintenance Programs offer an opportunity to lower costs and increase profits by using existing systems and equipment more effectively.

Risk based approaches can enable the use of such existing systems and equipment by lowering implementation costs and avoiding excessive and sometimes unnecessary validation costs.
